I am directed by Secretary Sir Edward Grey to ac-
knowledge the receipt of your letter 9494/1908 of the
19th instant regarding the appointment of a Chinese
engineer as consulting engineer of the Chinese section
of the Canton Kowloon Railway.

Upon receipt of your letter under reply a telegram,
a paraphrase of which I am to enclose for Lord Elgin's information, was despatched to His Majesty's Minister at Peking authorizing him, should he think it advisable, to make immediate and energetic representations to the
Chinese Government with a view to the cancellation of
the Chinese engineer's appointment and the substitution
of Sir J. Wolfe Barry.

At the same time I am to remark that Sir E. Grey does not clearly understand why Lord Elgin attaches so
much
